Power and structure measure different things: power is a currency's capacity to produce efficient, broad, accelerating movement now; structure is the aggregate state of its pairs. A currency can read power BUILDING while structure is EXHAUSTED — momentum returning while its pairs are still late. Likewise a pair can be freshness TRADEABLE (early in its move) yet NO_AGREEMENT (evidence not aligned). These are separate measurements, not contradictions.
